The UN Fundamental Principles of Official Statistics 10 and the ILO Guidelines concerning dissemination practices for labour statistics 11 should be respected. It is rooted in the UN Fundamental Principles of Official Statistics and grew out of the Special Data Dissemination Standard (SDDS) and General Data Dissemination System (GDDS), the IMF’s initiatives on data dissemination. The role of the Statistical Council is to supervise INSTAT and to support INSTAT in its role of ensuring that the Programme is produced in accordance with UN Fundamental Principles of Official Statistics. In this phase, special consideration is given to the planning of measures that ensure the maximum possible application of the UN Fundamental Principles of Official Statistics (refer Annex 1). The national statistical system should respect the UN Fundamental Principles of Official Statistics, taking into account the EU acquis, in statistics including the European Statistics Code of Practice, in order to harmonise the national statistical system with the European norms and standards.
